Evaluation of DRR project implemented by the Diaconia ECCB – Center of Relief and Development in 4 municipalities the Czech Republic in the period of 2022 - 2024

1. Introduction

Diaconia of Evangelical Church of Czech Brethren (DECCB) is one of the largest Czech non-profit organizations providing social services for people in need. Since 1997, DECCB has provided humanitarian assistance to people affected by floods in the Czech Republic. In 2010, the Center of Relief and Development (CRD) has been established to take over the emergency relief and disaster risk reduction agenda. It closely cooperates with Diakonia Katastrophenhilfe (DKH) that has provided DECCB with the significant financial support for rehabilitation/reconstruction after floods and disaster risk reduction (DRR) projects in Czech Republic.


The project, that will be the subject of evaluation, is called “Resilient Municipality: Disaster preparedness at the municipal and community level in the Czech Republic” and it aims to enhance the preparedness of 4 small municipalities in the Czech Republic against natural disasters, particularly floods, thus contributing in a small way to improvement of the overall emergency preparedness and community resilience in the Czech Republic.


This is the fourth cycle of the project, which DECCB - CRS has been implementing in different municipalities with partial changes since 2014. The project is funded by DKH. Each previous project underwent an evaluation and this project is therefore designed based on the DECCB-CRD’s experience and also results from the evaluations. Also, all lessons-learnt made by the project team in the past have been considered (including the lessons-learnt from the humanitarian assistance provided by DECCB-CRD during the flash floods and tornado in 2020 and 2021) while designing this particular project proposal.

Key aspects of the current project include:

Geographic Coverage: Focused on 4 Czech municipalities (up to 5,000 inhabitants) prone to natural disasters – Krásná Lípa, Chřibská, Heřmanice and Jamné

Target Group(s):
• Representatives of municipalities (Mayors, Vice-Mayors, Members of Municipal Emergency Management, Local volunteer fire department)
• Citizens living in municipalities

Timescale:
Project implementation period is from 1st September 2022 till 31st August 2024 (at the time of evaluation the project will be still in the process of implementation).

Objectives:
• Support resilience and preparedness of municipalities in the Czech Republic at high risk of flooding or another natural disaster
• Enhance municipal capacities to improve preparedness and reduce potential losses caused by emergencies in the future

Key activity clusters:
• Capacity building & cooperation within and between municipalities
• Awareness raising activities and guidance
• Implementation of preventive/preparedness measures

2. Purpose and objective of the evaluation

As this project won’t have continuance, the main objective of the evaluation is to verify whether the defined objectives have been met at the end of a project (funding period), which effects are already apparent, and provide feedback which best practices can be replicable in other municipalities. Also, what learnings can be used for the future for other projects, or selection of target groups and activities?

3.Key questions


1. Relevance:
• EQ 1 To what extent was the project design relevant to the needs of beneficiaries?
• EQ 2 How was an active participation of the beneficiaries (Municipal representatives) ensured in the design, implementation and monitoring of DRR activities?

2. Effectiveness
• EQ 3 Are the targeted municipalities better prepared for emergencies (floods, natural disasters)?

3. Efficiency
• EQ 4 What were the most useful approaches/activities of DDR project (preventive measures, capacity building, awareness, education)? Can we compare that with previous projects (11 municipalities)?
• EQ 5 Were there any important activities missing?
• EQ 6 Did DECCB – CRD have enough human resources and material resources as well as DRR-expertise (internal or external) for implementation of DRR projects?

4. Impacts
• EQ 7 What real differences did the activities bring about for the beneficiaries / target groups?
• EQ 8 What are the best practices that can be replicated in other municipalities?
• EQ 9 Are there any wider (positive or negative) unintended results?

5. Sustainability
• EQ 10 To what extent did the approaches introduced by the project continue or are likely to continue after the end of the project?
• EQ 11 What are the limiting factors (financial, technical, institutional, environmental) for effective response to floods and natural disasters?

4. Scope

The evaluation will review the project “Resilient Municipality: Disaster preparedness at the municipal and community level in the Czech Republic” implemented by DECCB – CRD since 1st September 2022 to 31st August 2024.
The evaluation methods should include both desktop research and methods directly interacting with the target groups in all four municipalities supported by the project Krásná Lípa, Chřibská, Heřmanice and Jamné. In direct interaction with municipality citizens, it is advisable to include vulnerable groups – e.g. elderly people.
The evaluation shall be carried out in accordance with OECD - DAC standards.

5. Timeframe

The evaluation will start during the project and will be completed no later than 3 months after the project is fully completed


The anticipated timeframe for the evaluation:
Selecting Evaluators - 25. 4. 2024
Kick-Off-Meeting - Beginning of May 2024
Submission of inception report - 25th May 2024
Desk research, evaluation in four municipalities concerned - May - August 2024
Presentation of the evaluation report draft/results of the evaluation - 15th September 2024
Submission of the final evaluation report - 30th September 2024

The evaluator will be provided with all relevant project data, e.g.:
1. project proposal, initial mapping report from all municipalities, interim reports, monitoring results, draft of the final report
2. evaluation report from the previous cycle of the project
3. contact information to all relevant stakeholders with facilitation of the first contact

6. Outputs

1. Kick-Off-Meeting
2. Inception report including evaluation design matrix.
3. Presentation of the results of the evaluation to discuss the evaluation report and clarify open points in the evaluation report.
4. Evaluation report (it will be a key deliverable of the evaluation; it will have max. 30 pages and will be in English; the assessment will include qualitative and quantitative analyses, findings and lessons learned and have the following sections: executive summary (in English and Czech), background (purpose of evaluation, reconstructed project intervention logic), methodology (and limitations), description and interpretation of findings, conclusions, recommendations, annexes (technical annexes can be in Czech).

7.Qualification of the evaluators

The desirable candidates will possess the following experience, skills and expertise:
• University degree
• Knowledge and professional experience in project cycle management and project evaluation (to be clearly specified in an applicant’s CV)
• Expertise in Disaster Risk Reduction (field experience required)
• Experience in conducting interviews and developing appropriate data collection tools
• Excellent analytical and reporting skills (quantitative and qualitative)
• Excellent communication, listening and writing skills
• Fluency in Czech (mother tongue), fluency in English (reading and writing skills)
Note: Individuals who have been involved in the design and/or implementation of the project are not eligible for this position and should not apply.

8. Requirements on proposals

Content of the evaluator’s offer

1. Technical/specific proposal:
- Basic evaluation framework
- Characteristics of the proposed evaluation methods
- Proposed methods of triangulation of evaluation findings
- Proposed survey sampling methods
- Assumptions and risks related to the successful completion of the evaluation contract

2. Evaluation experience of the evaluation team, including experience with thematically similar evaluations including CVs of all evaluators involved

3.Financial proposal - Complete cost estimate that includes both the fees and any ancillary costs to be incurred, such as transport, accommodation, taxes, and costs of activities in the scope of the evaluation etc.

Lowest tender price in CZK including VAT - 30 %
Quality of the design of the method of implementation of the subject of the public contract - 70 %
